Spectrum Generations Board of Directors 2015

Our Volunteer Board of Directors is a diverse group of leaders who bring a variety of talents, experiences and expertise to the governance of Spectrum Generations -- Central Maine's Area Agency on Aging & Aging and Disabilties Resource Center.

David Bernier, Second Term Chair:

Kennebec County Member since 2009

David is the former Mayor, City of Waterville, for two terms and currently is a partner at the law firm of Marden, Dubord, Bernier & Stevens in Waterville, ME.  He serves as a member on various community boards and committees. David is a member of the Maine Bar & Elder Law Section, a member of NAELA (National Academy of Elder Law Attorneys) and a member of NOSSCR (National Organization of Social Security Claimants’ Representatives).  Mr. Bernier is also a Dedimus Justice for the State of Maine.


Carmen Bedard, Second Term Vice Chair:

At Large Member since 2011

Carmen graduated with honors with a BS in Elementary Education from Indiana University in 1979. After nearly 11 years with Spectrum Generations' Muskie Community Center, she retired in 2011 and then was elected to serve on their Board of Directors.  Carmen has 10 years experience providing care for family members with dementia and has served in numerous volunteer positions in Indianapolis, Brunswick, Topsham, and Waterville areas.  Carmen has been married 43 years and is a mother of four.


Barbara Biche, Second Term Treasurer:

At Large Member since 2009

Barbara Biche received her Bachelor of Science in Education from the State University of New York, Plattsburgh. She initiated and developed the pre-kindergarten program at the Mount Merici School in Waterville, teaching for 18 years including 4 years as Principal. From 1998 until 2004, Barbara was the Assistant Office Manager at Nicholson & Associates, CPA, becoming a full-time at-home caregiver in1998. Barbara is a current member of the Spectrum Generations Caregiver Program, and also a member of the REM Board of Directors.


Lou Abbotoni, Second Term Secretary:

Lincoln County Member since 2009

A graduate of Husson College with a BS in Accounting, Lou is a Certified Public Accountant and owns his own practice in Damariscotta. He is a member of The American Institute of Certified Public Accountants, a Director of the Maine Association of Public Accountants, a Board Member of Spectrum Generations, a member of the Kora Shrine Klown Unit, a member and a Past Master of King Solomon’s Masonic Lodge #61. He is a past board member of the Pemaquid Watershed Association, the Skidompha Library, and the Damariscotta School Board.  Lou has held licenses as an Insurance Broker and an Investment Broker.


Nancy Aldrich, Senior Advisory Council Chair:

At Large Member since 2013

Nancy attended Atlantic Union College and Radcliff University.  Prior to her retirement, Nancy owned a healthcare telecommunications consulting firm. Nancy was the first woman to be awarded the distinction of "fellow" in the American Society of Healthcare Engineering of the American Hospital Association, as well as the first woman to serve as President of the Healthcare Information Systems Society, with an international membership of approximately 3,000 members.


Holly Ingraham:

Waldo County Member since 2014

Holly is the owner of a quarter horse farm and gives riding lessons to young students. She has a Business and Computer Science degree and has worked on several projects for the government and State of Maine over the years, including the Electronic Benefits Transfer system (EBT) and Medicare Part D. Holly also serves as an Outreach Land Specialist for Maine Farmland Trust. 


Joann Clark Austin:

At Large Member since 2010

Joanne earned a JD with honors from the University Of Maryland School Of Law. She has her own private law practice in South China since 1980 while also working two years with Legal Services for the Elderly in Augusta in the 1980’s. Her practice focuses on Real Estate, Income Taxation and Preparation, Elder Law and Probate, and Family Law.  She has been a Selectman in the Town of China for nearly 25 years and serves as a member on various community boards and committees.


John Picchiotti:

Somerset County Member since 2013

John is a very active member of various clubs and is a member on several area boards.  He is the former owner of an insurance agency, women’s clothing stores, and a sales manager of an internet service provider.  Most recently he served as a Maine State Representative of District 84 and is current Vice Chair of Fairfield Town Councilman.


Richard C. Mitchell:

At Large Member since 2014

Richard graduated with a BS in Economics and Dean’s List, Colby College, Waterville, ME.  A former member of the Maine Army National Guard, Richard started his career in Human Resources in Maine.  He then spent from 1987 until his retirement in 2012 working in New York, NY as Senior Vice President, Human Resources, Warnaco Inc., and Group VP, Human Resources, PVH Corp.  Richard joined our Board of Directors in 2014.


Dick Colburn:

Brunswick Community Member since 2015

A native of Brunswick, Dick graduated from Tufts University in Boston before a seven year tour in the Navy. He taught Naval history for a few years at USC in California where he earned an MS in Quantitative Systems before returning to Maine to start a career in technology with the forest products industry.  Dick spent 22 years with Great Northern Nekoosa and 13 years with Georgia Pacific in Atlanta.  Dick is married with five children and six grandchildren.  He also does volunteer tax preparation with the AARP sponsored Tax-Aide program.  Dick is starting his second round with the Spectrum Board after the bylaw-required one year hiatus.  It's nice to him back.  His current principal interest is our care transitions involvement.
